Pets in Kathmandu

Somewhat pet-friendly

Good to Know

  • Budget for the import tax as real cash in USD/EUR/GBP — the bank counter at Tribhuvan International Airport handling this payment often lacks card facilities and there's no convenient ATM nearby.
  • Get the microchip implanted before the rabies shot, not after — vets and relocation agents repeatedly flag this as the most common paperwork mistake that invalidates the vaccination for import purposes.
  • If you're staying more than 30 days and later want to leave with your pet, you'll need a fresh Nepalese-issued and government-endorsed health certificate — plan a vet visit in Kathmandu well before departure.
  • Expect a very visible street dog population, especially around tourist areas like Thamel — keep your own pet leashed in public to avoid conflicts, and don't be alarmed by nighttime barking, which is a commonly reported nuisance in residential areas.
  • A cat is a much rarer pet than a dog here; pet-friendly housing and vet familiarity with cats specifically may be more limited than for dogs, though this is changing with younger urban Nepalis.
  • Free-roaming street dogs are extremely common throughout Kathmandu, including near temples and in residential lanes — most are tolerated locally but caution around unfamiliar strays (especially regarding rabies risk) is sensible for both you and your own pet.
  • Very few conventional parks, temple grounds, or heritage sites in central Kathmandu explicitly welcome dogs, so dedicated dog-friendly indoor/outdoor spaces are still limited — the dog café model (like Wags N. Tails) is a relatively new and growing concept rather than an established norm.
  • If importing a pet, several clinics (e.g., Paws & Claws) advertise help with international pet relocation paperwork — worth confirming rabies titer/vaccination timing well ahead of travel.
  • Emergency, 24-hour vet coverage is not universal — some well-known clinics (like the government-run Central Referral Veterinary Hospital) only operate limited daytime hours, so it's worth confirming which nearby clinic offers genuine after-hours emergency care before you need one.

Acceptance And Travel Requirements

Social Acceptance

Cats
Cats have a much more mixed reputation historically. According to reporting from The Record (Kathmandu), while dogs are adored and venerated, cats have traditionally been viewed with suspicion, and a black cat crossing one's path is considered inauspicious by many Nepalis, with some households historically unwilling to keep cats as pets, believing them unfriendly or prone to stealing food. The same reporting notes this is changing among younger, urban Nepalis, who increasingly adopt cats and reject the older superstitions.
Dogs
Dogs occupy a genuinely respected place in Nepali culture, historically viewed as a valued and even venerated animal rather than a nuisance. A Kathmandu Post editorial noted that despite this, homeless dogs are in practice "sometimes loved, mostly tolerated" on the city's streets, with cruelty incidents still occurring alongside genuine community affection.
Stray Animals
Kathmandu has a large street dog population — one long-running tourist-safety resource estimated over 30,000 street dogs in the Kathmandu valley — and nightly barking, packs of strays, and occasional dog bites are a well-documented practical issue for residents and visitors alike. Municipal attitudes have shifted markedly: Kathmandu Metropolitan City has run the 'Manumitra' sterilization-based street dog management project (introduced 2016) instead of historical culling, and Nepal's Supreme Court banned culling and poisoning of street dogs as a control method. That said, implementation is inconsistent — a 2022 municipal ward chair's public call to cull dogs drew swift backlash from fellow officials and vets, illustrating that attitudes among authorities still vary.
Expat Pet Scene
Pet ownership among long-term foreign residents is established enough that some serviced apartments and boutique hotels in nomad-relevant areas like Thamel and Lazimpat allow guests with pets, typically requiring prior approval and sometimes a cleaning fee. Kathmandu has veterinary clinics, including some offering extended-hours care, and pet shops selling local and some imported pet food and basic supplies.

Travel Requirements

Microchip
A 15-digit ISO 11784/11785-compliant microchip is mandatory for dogs and cats, and it must be implanted before the rabies vaccination is given — if the order is reversed, the vaccination is not considered valid for import purposes.
Import Tax
Nepal charges an import tax of up to roughly 40% of a pet's customs-assessed value, payable in cash (USD, EUR and GBP are typically accepted) at the airport bank on arrival — card payment is generally not available there, so this needs to be budgeted as physical cash.
Quarantine
Nepal does not routinely quarantine personal pets on arrival if all documentation is complete and the animal appears healthy, though authorities reserve the right to inspect or quarantine if paperwork is incomplete or the pet shows signs of illness.
Entry Point
Pets must enter Nepal by air through Tribhuvan International Airport in Kathmandu, and can travel in the cabin, as checked baggage, or as air cargo depending on airline policy.
Import Permit
Sources disagree here (see internal notes): several relocation-industry sources state personal pets (fewer than three dogs/cats per traveler) do not need a formal import permit, while others describe a Department of Livestock Services import permit process costing around NPR 1,000. Two or fewer dogs or cats per person are generally treated as personal, non-commercial imports; three or more pets trigger formal import-permit requirements.
Breed Restrictions
Nepal does not publish an official banned-breed list, though pet owners remain responsible for their pet's behavior and local municipal rules could theoretically add restrictions.
Health Certificate
An international health certificate issued by a licensed veterinarian in the country of origin within 10 days of departure is required, and it is valid for 30 days of travel. If staying longer than 30 days, a Nepalese health certificate endorsed by Nepal's Ministry of Agriculture and Livestock Development Services is needed to later exit the country.
Other Vaccinations
Dogs must also be vaccinated against distemper, hepatitis, leptospirosis, parvovirus and parainfluenza; cats against rhinotracheitis, calicivirus, panleukopenia and feline leukemia/panleukopenia.
Rabies Vaccination
All cats and dogs must be vaccinated against rabies between 30 days and 12 months prior to entry. Puppies and kittens under 3 months old are exempt from the rabies requirement, though they must still be microchipped and have a health certificate.
Rabies Risk Classification
Nepal is classified as a high-risk country for rabies by destinations such as the CDC, which has specific implications not for entering Nepal, but for bringing a pet back out to certain countries (e.g. extra US CDC Dog Import Form and rabies-certification steps on return).
