Pets in Cebu City

Pet-friendly

Good to Know

  • Cebu City's pet-friendly reputation is real at the institutional level (malls, hotels, restaurants that allow pets, a no-kill pound policy, and a citywide catch-neuter-vaccinate-return program for strays), but the city also has a very large free-roaming stray dog and cat population you'll encounter daily on the street.
  • If you're bringing a pet in from abroad, start the SPSIC (import clearance) process with the Bureau of Animal Industry well before departure — it must be arranged before you leave, not on arrival, and pets without a compliant microchip can be denied entry and sent back at your expense.
  • If you already live in Cebu City with a pet, note the newer local registration/microchip ordinance (enforced with penalties since September 2025) — as of writing it is still being contested by animal welfare groups over its fees, so requirements could shift.
  • Rabies is a genuine public-health concern in the Philippines, which is part of why both national import rules and the Cebu City ordinance put heavy emphasis on rabies vaccination and registration.
  • Cebu City itself has relatively few dedicated parks, so most 'dog-friendly space' options in the city center are open-air lawns/courtyards attached to business districts (Cebu Business Park, IT Park) or cafés with outdoor seating rather than standalone dog parks.
  • The Cebu City Veterinary Office offers free or very low-cost anti-rabies vaccinations — worth asking about before paying full private-clinic price for that specific shot.
  • For emergencies, keep the number of a 24-hour clinic (e.g. Doc John's, Cebu Animal Doctors' Hospital) saved in advance rather than searching during a crisis.
  • A few well-known dog-friendly spots (e.g. a mountain café in Busay, a boardwalk on the South Road Properties/SRP reclamation area) are a 15-20+ minute drive from the city center — genuinely pleasant options but not walkable day-to-day stops.
  • Some dog cafés in Cebu use resident, pre-socialized dogs and don't allow guests to bring their own pet inside — always check the specific venue's policy on Facebook/Instagram before visiting with your own dog.

Social Acceptance

Summary
Cebu City has an active civic and municipal push toward being pet-friendly, though this coexists with a very large free-roaming stray population and a genuinely contested new registration ordinance.

Evidence

  • Cebu was named Asia's second most pet-friendly destination in 2024 by global travel platform Agoda.
  • Cebu City witnessed a 119 percent increase in the adoption of rescued and stray animals in 2024 compared to the previous year.
  • According to City Veterinarian Alice Utlang, the city has earned a reputation as a pet-friendly destination also due to malls, hotels, and restaurants that allow guests to bring their pets.
  • Cebu City is the first in the Philippines to use a program, where stray animals are caught, neutered, vaccinated and released (CNVR), rather than the traditional catch-and-impound (and potential euthanize) model used in other Philippine cities.
  • The Cebu City government does not euthanize impounded dogs unless they are sick, need treatment, or have harmed people, unlike pounds elsewhere in the country that may euthanize after a holding period.

Tensions

  • Starting Sept. 1, 2025, Cebu City began penalizing owners with unregistered or unvaccinated pets under its new Animal Welfare Ordinance, and a coalition of animal welfare groups and pet owners has formally petitioned against it, labeling its fees and mandatory procedures as "anti-poor" and "unconstitutional."
  • Animal welfare advocates warn that if fees remain high, more pets may be abandoned, undermining the city's own stray-reduction goals.

International Pet Import Requirements To Philippines

Microchip
An ISO-compatible microchip that can be read by an ISO-compatible reader must be implanted in the animal; dogs and cats imported without required identification have, since June 2018, been declined entry and returned to their country of origin at the importer's expense.
Core Process
Before travel, an importer must secure an approved Sanitary and Phytosanitary Import Clearance (SPSIC) online through the Department of Agriculture–Bureau of Animal Industry (BAI), then present that SPSIC to the exporting country's veterinary authority to obtain an export permit / international veterinary health certificate (EP/IVHC).
Arrival Ports
Manila and Cebu are both approved ports of entry for live animals arriving from abroad.
Health Certificate
A health certificate from a licensed veterinarian in the country of origin is required, dated within 30 days before arrival, certifying the animal is free from and not recently exposed to any dangerous or communicable disease.
Non Compliance Risk
Failure to present the required documentation may result in the pet being quarantined on arrival, with all costs shouldered by the importer.
Age And Quantity Limits
Only dogs and cats that are 120 days (about 4 months) or older at the time of SPSIC application are generally allowed to be exported into the Philippines, and a maximum of 3 animals can be imported per SPSIC/per year for personal (non-commercial) importers.
Note On EU Pet Passport
The Philippines is not in the EU and does not use the EU Pet Passport system; an EU Pet Passport can be used as supporting documentation of vaccination history when applicable, but it does not replace the Philippines' own import clearance process.

Vaccinations Required

Cats
Cats must have rabies vaccination plus vaccination against herpes, calicivirus, panleukopenia, and feline leukemia.
Dogs
Dogs must have rabies vaccination plus vaccination against distemper, leptospirosis, parvovirus, and adenovirus type 2.
Timing
All vaccinations must remain valid until the date of arrival in the Philippines, and antiparasitic (internal and external) treatment must be administered by a licensed veterinarian not more than 91 days and not less than 7 days before the SPSIC application.
Rabies Waiver
Anti-rabies vaccination for dogs and cats coming from rabies-free countries (per current WOAH status) can be waived, provided the exporting country's veterinary authority adds this as an attestation on the EP/IVHC.
